The Controlled Unclassified Information Office
In the May 2008 Presidential Memorandum, the President designated the National Archives and Records Administration (NARA) as the CUI Executive Agent, charged with overseeing and implementing the new CUI Framework. Accordingly, on May 21, 2008 the Archivist of the United States issued a memorandum entitled "Establishment of the Controlled Unclassified Information Office".
Mission
The mission of the Controlled Unclassified Information Office (CUIO) is to oversee and manage the implementation of the CUI Framework. This will accomplish dual objectives: to improve the sharing of vital information with our Nation's defenders who need it and to protect the privacy and other legal rights of Americans.
The CUI Framework ensures a process for the development of standardized CUI policies and procedures that appropriately protect sensitive information through effective data access and control measures. The CUIO will ensure that only information that truly requires protection be vetted through the CUI Framework.
Functions
The CUI Office serves and is guided by the CUI Executive Agent and the CUI Council who, along with all CUI Stakeholders, are responsible for policy development and implementation, maintaining the CUI registry, performing outreach to the CUI community, and putting forth initial CUI training to all who require it.
- Develop and issue CUI policy standards and implementation guidance consistent with Presidential direction, including making appropriate recommendations to State, local, tribal, private sector, and foreign partner entities for implementing the CUI Framework.
- Establish new safeguarding and dissemination controls, as appropriate, and upon a determination that extraordinary circumstances warrant the use of additional CUI markings, authorize the use of such additional markings.
- Chair the CUI Council.
- Establish, approve, and maintain safeguarding standards and dissemination instructions including, “Specified Dissemination” requirements proposed by the head of departments and agencies.
- Publish the CUI safeguarding and dissemination standards in the CUI Registry.
- Monitor department and agency compliance with CUI policy, standards, and markings.
- Establish baseline training requirements and develop an Information Sharing Environment (ISE)-wide CUI training program to be implemented by departments and agencies.
- Provide appropriate information regarding the CUI Framework to the Congress, to State, local, tribal, and private sector entities, and to foreign partners.
- Advise the heads of departments and agencies on the resolution by the CUI Council of complaints and disputes among such departments and agencies concerning the proper designation or marking of CUI.
- Establish, in consultation with affected departments and agencies, a process that addresses enforcement mechanisms and penalties for improper handling of CUI.

Structure
The CUI Office is organized into three work groups:
Policy and Strategic Planning Work Group
The Policy and Strategic Planning Work Group develops and coordinates policy and plans for the protection of CUI. The division works closely with the CUI Council and chairs or participates on community or national-level work groups, assisting in the creation of new policies or the changing of existing policies and plans. The Work Group develops ISE-wide implementation plans with goals, initiatives, and measures in support of the National Information Sharing Strategy, and establishes ISE-wide programmatic guidance and priorities for all CUI-related programs and expenditures.
Liaison and Oversight Work Group
The Liaison and Oversight Work Group is tasked to maintain close liaison with information sharing partners throughout the ISE. One of the objectives of the Work Group is to maintain open and timely relations with all organizations working to strengthen the CUI Framework. The Work Group establishes and implements an outreach and public relations strategy for matters related to the management and governance of CUI. The Work Group conducts assessments throughout the ISE for insight into CUI Framework implementation, while confirming the level of compliance with CUI standards and procedures. Teams conducting on-site liaison visits also provide the latest information on new policies, confirm application of policy and identify trends or issues that require action by the CUI Office.
Community Services Work Group
The Community Services Work Group supports the protection of CUI throughout the ISE through the development, management and coordination of common services. The core functions of the Community Services Work Group are the development and operation of the CUI Registry as well as the development of an ISE-wide CUI training program for departments and agencies. The Work Group maintains the CUI Office website as a single source for current information and collaboration tools for information sharing partners.
Liaisons
The Implementation of the CUI Framework will require collaboration among many Executive Branch departments and agencies as well as with non-Federal partners. The CUI Office will work with Point of Contacts at each Department and Agency in order to better facilitate communication and implementation of the CUI Framework.
