§ 11. Availability of transcripts; "agency proceeding"
(a) Except where prohibited by contractual agreements entered into prior to
the effective date of this Act, agencies and advisory committees shall make
available to any person, at actual cost of duplication, copies of transcripts
of agency proceedings or advisory committee meetings.
(b) As used in this section "proceeding" means any proceeding as defined
in section 551(12)
of title 5, United States Code.
