Presidential historical materials at NARA’s Presidential libraries are now governed by three distinct statutory authorities:

A Donors’ deeds of gift for Hoover, Roosevelt, Truman, Eisenhower, Kennedy, Johnson, Ford, and Carter (44 USC 2111)
The Presidential Recordings and Materials Preservation Act for Nixon, 44 USC 2111note
The Presidential Records Act (44 USC 2201-2207) for Reagan, George H.W. Bush, Clinton, and all subsequent Presidents.
