MEMORANDUM TO FEDERAL AGENCY CONTACTS: Expediting Approval of Records Schedules with Clearly Temporary Records

In response to Action C1 described in the Managing Government Records Directive, and in keeping with our ongoing effort to reduce the amount of time it takes to process agency records schedules, NARA initiated a pilot on October 1, 2014, to expedite the processing of schedules covering clearly temporary records.

To participate in the ongoing pilot, agencies should request that submitted schedules be considered for the expedited process for all records identified as clearly temporary. A Clearly Temporary Records Questionnaire (NA 13175), which may be completed by either the agency or the NARA Appraisal Archivist, is used to determine whether the records on the request for disposition authority are eligible for the expedited approval process.

Beyond a limited number of clarifying questions, the Appraisal Archivist will not write appraisal reports justifying the requested disposition and stakeholder units will not be reviewing the schedules. Schedules submitted for clearly temporary records that are approved for the expedited process will be promptly sent for publication in the Federal Register.

NARA will continue to prioritize schedules with an FY 2012 or older registration date while continuing to work on schedules already in progress, including schedules that agencies identify as high priority.

If you have any questions about your agency's schedules or this process, please contact your assigned NARA Appraisal Archivist. A list of NARA Appraisal Archivists can be found at http://www.archives.gov/records-mgmt/appraisal/work-group-all.html. For general questions about the pilot, contact Margaret Hawkins, Director of Records Management Services, at (301) 837-1799, or by email at margaret.hawkins@nara.gov.
