Classification 151: Referral Cases from Office of Personnel Management - Applicant Loyalty

This classification was established on August 25, 1958 to investigate applicant cases received from the Civil Service Commission. The enabling legislation for certain agencies provides that the Commission refers to the FBI all matters wherein an allegation was received regarding an employee's loyalty to the U.S. Government. In practice, this meant that the FBI investigates cases in which the initial Commission review of an individual's background found reason for further and more intensive security checks. The referrals involved applicants from the Peace Corps, Action, Department of Energy, National Aeronautics and Space Administration, Nuclear Regulatory Commission, Arms Control and Disarmament Agency, International Communications Agency, Agency for International Development, National Science Foundation, World Health Organization, and International Labor Organization. FBI Headquarters is Office of Origin for these cases.
