Wagonmasters Serving the Union During the Civil War

Documenting civilian service during wartime can pose daunting challenges. A family's oral traditions may not include information about nonmilitary service. Even when a civilian role is recalled or referenced in a local history, finding documentary evidence may be difficult and tedious. Federal personnel records for civilians of the nineteenth century, for example, are fragmented--arranged by agency, thereunder by major subdivision of the agency, thereunder by time period, and thereunder in whatever manner each agency kept its records.(See Footnote 1) Time periods vary, as do the types of surviving records.(See Footnote 2) Once located, these records seldom yield family information, but they do provide details of one aspect of an individual's life.(See Footnote 3)

Wagonmaster Records

This article reproduces a list of civilian wagonmasters who served the Union during the Civil War. The data come from 101 typewritten, three-by-five-inch cards created by the Office of the Quartermaster General and maintained by the National Archives and Records Administration [NARA], Washington, D.C.(See Footnote 4) The date of preparation is unknown, but the file probably originated in the first two decades of the twentieth century, at which time the federal government (and particularly the military establishment) slowly converted from manuscript to typewritten material.(See Footnote 5)

Although NARA's preliminary inventory of Quartermaster General records calls these men "wagonmasters and forage masters," the cards do not use the latter term. What they do provide is the name of each wagonmaster, his commanding officer, the station at which he served, and (for most) the year of service--generally 1862-65, but occasionally 1866-67. Cards for surnames beginning with I and J are not extant. The names are arranged in rough alphabetical order by the first letter of the wagonmaster's surname, and thereunder--to a limited extent--by the name of his officer. Some men appear more than once under various abbreviations of the first name or variant spellings of the surname.

Editorial Conventions

In transcribing this list, certain editorial changes have been made:
  • Wagonmasters' names appear here in strict alphabetical order, for ease of use.(See Footnote 6)
  • An asterisk denotes men listed twice with the same officer, station, and year.
  • Obvious misspellings of place names are corrected--such as Acqua for Aquia Creek (Virginia), Duvall for DeValls Bluff (Arkansas), and Vicksbury for Vicksburg (Mississippi).
  • Periods replace question marks where it is obvious that the typist accidentally held down the shift key to produce a question mark instead of a period.
  • Typing errors such as 1965 instead of 1865 are corrected.
  • References to "Wash., D.C.," and the like are standardized to D.C. References to New Creek ("Va." and "W. Va.") are standardized as W. V. For well-known sites (Harpers Ferry, Little Rock, Memphis, Nashville, Richmond, St. Louis, Vicksburg), state names are deemed unnecessary.
  • The word Fort, which is variously rendered Ft. and Fort, is abbreviated in this article.
  • The names of five particular officers, varyingly spelled, have been standardized as C. M. Brazee, C. H. Irvin, M. I. Ludington, C. G. Sawtelle, and G. Tallmadge.(See Footnote 7)
Other records

Although the cards do not provide personal or family data, they offer a starting point for further research. One should bear in mind that the records relating to the civilian employee may appear in documents filed under the name of the commanding officer. While it is difficult to predict which other records of the National Archives may contain useful information, the following series from Record Group [RG] 92, Office of the Quartermaster General, are possibilities.(See Footnote 8)

Research Tips

Of all the above series, Series 238, Reports of Persons and Articles Hired, 1818-1905, is the mother lode of documentation for civilian quartermaster employees. This would be a natural starting point for further research, after first consulting its index in Series 228. For wagonmasters employed in 1861 (who do not appear in the card list transcribed for this article) supplemental help might appear in Entry 240, Record of Personal Services, 1861. As the search proceeds, information on the commanding officer's career might be found in several places--particularly his compiled military service record (RG 94, Records of the Adjutant General's Office) and possible pension file (RG 15, Records of the Veterans Administration), as well as, perhaps, other record series in RG 94. Any of this material might be useful for pinning down the date span during which the officer was stationed at a particular place and, by extension, delimiting the time period during which the civilian wagonmaster could have been employed at that station by that officer.

In general, it is often possible to document an ancestor's civilian service during wartime, although particular cases may prove difficult. As with all genealogical research, the essentials for success are patience, persistence, imagination, and a good understanding of available records.

Footnote 5. The Remington Company put the first reliable typewriter on the market in 1873, but the federal government was slow to adopt the new office technology. On 12 February 1895, the congressional Joint Commission on Laws Organizing Executive Departments-commonly called the Cockrell-Dockery Commission-recommended that the executive departments cease making handwritten copies of correspondence in favor of typed copies with carbons. This recommendation was not immediately acted upon; for example, the War Department's Office of the Chief of Ordnance was considered more progressive than other bureaus when it converted in 1903. In 1913, the Commission on Economy and Efficiency-commonly called the Taft Commission-complained that within the Adjutant General's Office, "communications of the same type . . . have been written thousands of times in this office, and a printed form could be used with a saving of most of the time taken to prepare this communication. Nonetheless the handwritten draft is submitted for approval."
