The Center provides the full range of archival services, from accessioning records to providing public access to open records, on all the holdings in its custody. The Center follows House and Senate rules and guidelines that define the rules of access to those records.

The Center also serves on an exhibit-content working group to help create the permanent exhibitions in the Capitol Visitor Center. The Center also creates educational materials and trains teachers to use the records of the House and Senate to advance public understanding of Congress and the history of representative government in America.
