During the latter part of the 19th century, many
architectural and landscape proposals for extending the Capitol and its
grounds were submitted to Congress. This design by T. Enthoffer included
the winding paths and curving beds of a picturesque landscape. It provided
for five unspecified government buildings, each built around an open courtyard.
This plan was not approved.
