Thanks again for your thoughts over lunch. 

In response to your memo let me offer some thoughts.

	* On Y 2 K I agree that an incentive for compliance is preferable 
to a defensive posture on a NAM liability bill. I raised this topic with 
John Koskinan the Y 2 K czar in the Administration. We will start to 
pursue some ideas on this front.

	* The E rate roll out with be on Wednesday of this week. Hopefully 
we will be able to make it both bi-partisan and meaningful for the VP. 
Unfortunately, the answers to your questions, from the first round of 
grants, is not very good. 

	* On the Telecomm Act. I understand that you now have time set 
aside to meet with Howard Shelansky from CEA. Thanks for your help on this 
project.

	* If you have any more specific ideas about how we could challenge 
or engage the broadcasters in a project to increase voter turnout that 
would be welcome.
