Subject:	Possible VP cancer announcement

As discussed this morning with Don, I just spoke with Begala about the 
possibility of shaking loose some kind of news for the VP on the two new 
cancer increases in the budget.  He said that he needed to check with the 
POTUS himself on this one, but that his instinct was that:

1. This should be mentioned by the POTUS in the SOTU;

2. But Paul would advocate not including the dollar amounts in the SOTU 
(as opposed to perhaps a percentage or more general statement), so that 
the VP could do a follow-up event giving the hard numbers and details.

I will follow-up on this with Paul...
