Subject:	Your 10:45 meeting with Dick Morris



I think this meeting will be about the family policy options that were 

included in your lunch memo yesterday.  In order to try and save the 

entire package for the family conference instead of having it broken up 

between the June 10th speech and the family conference -- I think the 

following argument is persuasive.  The comp time instead of overtime 

option will please business and enrage labor; the other 3 options time off 

for school visits and doctors visits and the right to refuse overtime 

beyond a certain amount will please labor.  If we do the first one first 

it will look like the second was constructed to react to the labor union's 

anger and we run the risk that the second will get bid up to a point where 

all the good we do with business on the first one is undone by the drastic 

nature of the second.  Politically this only works as a package and the 

best venue is the Family Conference since the whole day will be built 

around this.  I suggest that the June 10 speech set up the family 

conference by talking about the work family squeeze ann laying out the 

sociological and economic rationale for the policies at the family 

conference.
