A few items of interest this AM:



1.  Leadership Mtg:  Obviously, this is the main event today.  (I have put 

a briefing memo and talking points for the pre-brief, the Cabinet Room 

Mtg, and the Oval Office Mtg, all in your book.)  The current press plan 

is to mimick what we did during the budget talks, and to send Dachle and 

Gephardt out after Dole and Gingrich -- either at the stake out or on the 

Hill, depending where the GOPers do their thing.  But if the Repubs hit us 

hard, there may be some sentiment for you to do the briefing room.  We'll 

play it by ear .... there are pros and cons for you in doing that.



2.  CR.  Note that the CR passed the Senate with only six Democratic 

"no's" -- adding to pressure for us to cave and accept it.  We are 

probably going to have to learn to live with the money levels, and the 

cuts in some of your programs -- but we should continue to be preaching a 

hard-line on the riders.  I did not put this in the lunch memo because you 

are going to be with POTUS in the Oval for the budget talks right before 

this -- and I figured that it would be redundant by lunchtime.  But if 

not, you should be reminding the President again and again and again about 

the riders.



3.  CBI.  This continues to percolate, although it seems to be going 

better.  I will ask David to check in with Labor on this today.



4.  Grazing Fees.  This Bill is due up in the Senate later this week.  And 

the Democrats will not block it, bowing to pressure from Daschle.  Thus, 

it is headed down here, for a potentially nasty veto.  Katie and I have 

met with John Hilley on this, and Katie continues to work with Interior on 

it.  But this will just bring back the whole "War on the West" 

business.....



5.  Campaign Manager.  A rumor circulating at headquarters says that an 

announcement is planned this week.  No one has said anything to me......I 

have put this in your lunch memo for POTUS lunch.



Finally, Martha Foley really appreciated your personal thanks to her for 

her work on appropriations.
