The sched is heavy with foreign policy items: Mon -- MFN/China Speech at Pacific Basin Econ Council Tue -- Boorda Memorial Wed -- Commencement Sp on For Pol at USCG Academy Thu -- Visit w/ Kohl in Wisc. Fri --- No sched at present Sat/Sun -- Down after live radio address on Sat Recall that you are travelling this entire week, except Wed AM, after today. 2. Min Wage. The House is expected to move this this week. We are generally OK with the sm bus tax break add-ons, but strongly opposed to at least one of the pay-fors, a repeal of Sec. 936's favorable tax treatment of Puerto Rico. Also, the House is adding one mildly unacceptable anti-labor provision (which removes the requirement that employers pay for/count the hours of workers while in transit if the employer provides the transit). A Dole-Daschle deal this week is possible, to move a clean min wage and a clean gas tax suspension -- but not certain. 3. Defend America. We can expect action on this GOP missile defense legislative package in both the House and the Senate late this week. 4. Budget. Finally, the GOP budget passes on Tuesday in the Senate. I want to have a statement from you out there hitting them on their enviro cuts, once again. 5. Recess Appmtnts. Timing of the recess remains unclear, and I continue to press Jack for a solid opinion on the time we need. Obviously, we very much want to get Johnny done. We also need to contemplate where we head on FCC strategy with Dole departing. 6. Entitlements Commission. POTUS has asked Leon to look into this, out of a fear that Dole is going to make a courageous stand on entitlements the centerpiece of his campaign. I think: (1) Dole is debating internally between a 15% tax cut and a 25% tax cut -- this does not look like a man headed toward courageous entitlement cuts; (2) POTUS is very focused on his view that the POST will endorse Dole over the entitlement issue, per Woodward's book. My view: Let's stop messing with this issue this year. Finally, recall that a verdict in theTucker-McDougal trial can come at any time now -- and I will have some additional lunch memo items for you this morning.
