The idea raised such a howl of protest from the rest of the staff who 

believe that there simply isn't enough time to do something like this 

before the election that I let it drop.  Then the NPR staff started to 

look at the period after the election and before Christmas whish isn't 

very long but which is still a possibility .  However, given our other 

discussions about what needs to be done immediately post election, I would 

think you wouldn't want to be distracted.  I guess I've come to think the 

optimum time would be early 1997.

	The NPR is proceeding on the assumption that we will do this at 

some point.  That's why we spent time at the UN (a memo summarizing that 

conference will be in your lunch memo with the POTUS tommorrow) and why we 

continue to see international visitors, send NPR people to major 

international conferences (there's one coming in Brazil that I'll find 

someone to go to) and otherwise build our knowledge base for this.
