I have been trying to get to see you since you called Monday about the the 

state dept.  Leon and I have talked, I have sent you paper and we (or I) 

am ready to talk to you.  But I haven't been able to get on your 

calendar.  Tommorrow morning I am on your schedule but we need to discuss 

welfare to work since you are leading the Cabinet meeting.  If this is 

still as urgent as it was on Monday then I am afraid you'll have to tell 

scheduling.  Or, I could write our (Leon's and my)  recommendation down in 

the lunch memo for your lunch with the POTUS.
