Set forth bekow is a paragraph on the church-burning insurance meeting, 

which Ron may want to include in the lunch memo:



Church-Burnings: Meeting with Insurance Industry



	You may want to update the President on your 

July 11, 1996, meeting with representatives of the insurance industry 

about its response to the recent wave of arson in houses of worship.  



	As you will recall, during this meeting, you secured the following 

commitments from the industry:



	 A pledge to find insurance for any previously-insured house of 

worship destroyed by arson;



	 The establishment of an arson reward fund of $10,000 for 

information leading to the arrest or conviction of a church arsonist (the 

industry had already established a fund but the award level was 

undetermined); 



	 The creation of a toll-free &help-line8 to provide information 

about insurance coverage; and



	 An agreement to join our National Arson Prevention Initiative, 

which is being overseen jointly by FEMA, HUD, and Justice.





	In addition, you challenged the industry to use its leadership and 

resources to further racial harmony in this country.  The industry 

enthusiastically accepted this challenge:  Immediately after the 

discussion with you, the meeting participants contacted the presidents of 

all of the major national trade organizations to alert them to this 

challenge and to convene a meeting on the subject, which should occur in 

the next several weeks.  After the meeting is actually scheduled, the 

industry representatives plan to ask for our input in drafting a specific 

agenda so that their discussion accurately reflects your challenge and is 

consistent with the Administration,s response to the recent arsons.  They 

will then report back to us on their ideas.
