Lots of things going on here today:



1.  POTUS Statement.  The President will go to the briefing room 

mid-afternoon (2:30 - 3 ish) to make a statement on CWC and the budget 

talks (saying that progress is being made and that we should continue 

ahead).  



2.  Net Day.  AS a result of the above, we are back on track with a Net 

Day radio address.  This gives us a good hit here, and gets you out of the 

White House and off for the day by 11am tomorrow.  (With a possible 

caveat, noted below.)



3.  Budget Talks.  We may get a Kasich-Domenici offer today; maybe not.  

The highest level talks (i.e., with you and POTUS) will probably begin on 

Wednesday and continue on Thursday.  



4.  Tobacco Deal/Decision.  The ruling in NC could come as soon as Monday 

-- as for the deal, talks resume on Sunday.  You will see in your lunch 

memo that I recommend that you recommend to the President that our 

"negotiator" be someone more like Shalala or Kessler, rather than Bruce.  

(Rahm says he already mentioned this idea to you.)



5.  Ambassadors Meeting.  I fear that POTUS may want to do one tomorrow 

after the Radio Address, which could muck up the day for you a bit.  We'll 

check on it.



That's about it.  I'll be here all day today, but I am leaving tomorrow 

morning (for Sat, Sun, Mon) for the Jewish holiday.  Susan Liss is around 

as Acting CoS, and Don Gips is fully briefed to staff you on budget 

matters if they arise.
