It was supposed to be in Fla, but the storm cancelled the POTUS trip, so it will be in suburban Maryland. Obviuosly, you were not going to be at the announcement (in Fla) as originally planned. So now, the question is, should we tear up your schedule to get you at this announcement here? While you certainly deserve credit for having been for it and for having come up with the offset, I don't think you'll get much out of going. But we'll see how hard it will be to get reorganized... 2. Helms-Burton/Cuba. The Helms-Burton decision will come while you are gone, as will some other Cuba related decisions. I will talk to Leon today and make sure you are equipped with whatever you need for lunch tomorrow. 3. Welfare Reform. The odds of us getting a stand-alone bill are rising. While this will make the liberals mad, this is probably the #1 achievement we could (realisitically) get this year. 4. Kennedy-Kassebaum. This seems not to have changed much since your chat with the President on Monday. But I fear it could come into final focus while you and Mrs. Gore are away, so I intend to put a final push for this in your lunch memo for tomorrow. 5. Wisconsin Waiver. This seems to be on track for a YES on welfare and a NO on Medicaid, as discussed at the Residence Meeting on Tuesday. This, too, will probably happen while you are gone, as the 30-day review period runs out on Monday. 6. Quello/Kid TV. You've now seen the public discussion of his reversal -- he clearly will not allow any rule to go through. We are readying the recess appointment so that Reed will be able to do this over Quello's objection by mid-August. 7. Tax Attack. Finally, as I told you yesterday, the GOP has gone up with an attack on Dole on taxes (not welfare). We will put up the answer you have seen screened at the Residence Meeting twice (i.e., "Bob Dole ... 35 years in Washington, 35 years of higher taxes") We are nailing down which of the Dole tax hikes cited in the ad that you voted for in the House or Senate, for surely Dole will counter attack on you for this. Our defense of you (and others who voted for these tax hikes, like Leon Panetta, our Hill Dem allies, etc.) is that we are not attacking the tax hikes themselves, but Dole's hypocrisy in voting for those tax hikes and then criticizing us on taxes. We'll see how it works......
