Mr. Vice-President:
Elaine, Michael Messinger and I have worked up the attached program for
the International Rego conference, tentatively scheduled for early
January, 1999. Principle funding will come from Ford Foundation. Ideas
and dates have been coordinated with Leon's team. In case we don't get a
chance to talk about this before your vacation, your reactions and
comments would be appreciated so we can stay on our schedule for
completing the conference arrangements. (Elaine doesn't want to go to Ford
Foundation with final program until we have your sign off.)
If you are OK with the direction we are taking, we will also nail down
specific dates in January since invitations will need to be sent this
month.

Location: (proposed) Ronald Reagan Building Ampitheatre (it has ample room
and translation equipment) Washington, D.C.
Audience: Ministerial level government officials with some responsibility
for government reform from approximately 31 countries where some government
reform activity is in progress. Also, officials from key international
organizations such as the OECD, the EC, the World Bank and the IADB.
Altogether, approximately 250 official delegates. Also, representatives of
Ford Foundation Innovations winners and other examples of "best practices"
Academics who study government innovation.

Brookings (?), the World Bank, the Inter American Development Bank, The
Council for Excellence in Governemnt.
Plenary Session #1 10:00 am - Noon

Welcome by Susan Beresford, President of the Ford Foundation
and Dean Joe Nye, Kennedy School of Government.
Keynote Address - Vice President Al Gore.
The Vice President's remarks will be followed by a panel
discussion on the challenges facing governments around the world, on the
pressures to change that arise from global economic competition, from
rapid democratization, and from aging social welfare states to name just a
few of the causes of movements to innovate and reinvent government. This
panel should consist of the highest level elected officials from around the
world who are also conversant with government innovation and reinvention
such as Prime Minister Jenny Shipley. It should include non western
countries and should include developing countries. This panel should focus
on the "why now" aspect of government reinvention and should distinguish
innovation from government reform.
Lunch - (Guest Speaker - Perhaps POTUS)
Breakout sessions 2:00 - 3:00 (approximately 12) would be facilitated
by reinventors from governments around the world and would feature Ford
Foundation Innovations Winners as examples of Best Practices.
Plenary Session #2 - 3:15 - 4:30
Citizens, Governments and the Challenges of Service in the 21st
Century
Moderated by Vice President Al Gore
This session would open with a discussion of what governments around
the world are doing to make service to the citizen more efficient and more
effective. Two or three Best Practices featuring customer service would be
drawn from Innovations winners in the U.S. and abroad and would also
feature examples from the U.K. and other countries who have been working
hard on the Citizen's Charter concept (and where there are no innovations
programs.) After presentation of the cases chosen, the Vice President
would lead a discusssion focusing on the challenges facing managers as they
try to serve citizens. After the case studies are presented the Vice
President will call on individuals from different governments who have had
direct experience in trying to increase customer service.

Getting Results: Assesing Government Performance
Moderated by Vice President Al Gore
This session would open with a discussion of how governments are
attempting to measure their progress and how they are being held
accountable. Again, two or three best practices in terms of measurement
and management would be featured from among the Ford Foundation Innovation
winners and others if necessary. The role of "control" agencies such as
OMB in the U.S. and Treasury in the U.K. should be explored and their role
in helping innovation evaluated.
Breakout Sessions 11:15 - 12:15 (approximately 12) would be
facilitated by reinventors from governments around the world and would
feature Ford Foundation Innovations Winners as examples of Best Practices.

Using Information Technology to Transform Government
Moderated by Vice President Al Gore
This session would consist of actual demonstrations of how information
technology is transforming governments around the world. Again, best
practices would be drawn from Ford Foundation Innovation winners from
around the world. The discussion should then explore the next generation
of information technologies and how they will transform government.

Elaine:
I gave VP your email on international REGO agenda yesterday and he called
back today with his approval. YEAH! The only change he wants to make is
to talk to POTUS about having international leading reinventor speak at
lunch instead (to give it more international flavor and help validate
from outside NPR's achievements.) I am supposed to remind him of that
with next POTUS lunch memo. He also asked about dates and I told him Jan.
14/15 was a go and done so that it couldn't be impacted by SOTU timing.
Totally OK with him. See you for our planning meeting on Sept. 10.
