Subject: martin lancaster



as you know by now, martin announced last week that he will be stepping 

down as ass't secy at the army that oversees the army corps of engineers.  

THIS POSITION IS OF TOP IMPORTANCE TO US.  purpose of this note is to 

enlist the two of you in helping us express to white house personnel that 

the vp wants the lead in choosing martin's successor.  



status of things:  problems at the army, itself.  a relatively new chief 

of engineers is in place over there who has togo's ear but, who does not 

share the "reinvent the corps" vision (and reality) we have built over the 

last 5 years.  martin lancaster has been very frustrated by his lack of 

access to togo and consequent lack of influence in decisionmaking.  the 

upshot is decionmaking that is quite problematic for us.



meanwhile, white house personnel is floating names that all have been 

floated before and that we opposed.  all are from the "pave the planet" 

school.  in fact, a new addition to the names is the head of an 

engineering and design firm famous for the construction of major highway 

systems. others in white house personnel lineup just aren't very bright 

lights and consequently will not be able to overcome the togo-chief 

engineer link.



so----i would like your leave to assert your strong interest in this 

position.  when we develop several candidates for your review, i will also 

recommend that you talk to togo directly to let him know your interest in 

this position and in a particular candidate.  finally, i will recommend 

that you speak to the candidate directly so that you can express clearly 

and directly to him or her the direction in which you expect 

wetlands/floods/everglades/etc. policies to go.



do you agree to weighing in strongly here???



(ron--need help in locating tom shea.  where does he reside.  white house 

personnel tells shelley they have no number for him; haven't seen him, 

etc., what's the story?  thx.)
