Two new items, from earlier today, that you might want to contemplate over 

lunch:



1.  Internet V-Chip.  You may have seen that the President went public on 

this yesterday at the W. Virginia Town Hall.  You have a note in the lunch 

memo that updates him on the progress on this.  The bottom line is that we 

will be ready when CDA is struck down.



2.  New Business Cap Gains.  In today's tax meeting, the President 

approved the inclusion of a modified version of the Bumpers bill in our 

tax package.  The plan will provide a very low (approx 10%) cap gains rate 

for investments in start-up businesses.  This will be a great selling 

point in the high tech and bio tech industries.  The President said to me, 

"Al ought to make a few well placed calls to let folks we are doing 

this."  We are arranging for such calls -- and you should express to the 

President your thanks for helping you get credit for this.  We are also 

working with Gene's staff to do a roll-out event where you could announce 

this, to get us support in the high tech/bio tech community more broadly.
