I just sent you a memo for tomorrow's VP-POTUS lunch on the voucher 
issue.  You may want to look at it sooner in case the matter comes up at 
other meetings today.

Also, according to Barbara Chow, John Hilley is working very hard to get 
funding for Ounce of Prevention.  She didn't know, or didn't say, exactly 
what he was doing, but she says he is playing hardball in an effort to get 
it.
