I talked to Wesley in your absence .... my guess is that Monday's P-VP 
lunch is the last chance the VP will have at POTUS before the Electricity 
Restructuring memo goes in .... and so it poses a ripe opportunity for the 
VP to bend the President's ear on cap-and-trade.  Thus, I asked Wesley to 
draft (or have drafted by David, or someone else) a memo for the lunch on 
this topic.  

I get the clear sense from Gene that he intends to push this one hard, and 
he expects to win.  So I do not rate our odds very high.  That is why I 
think we should not forgo and opportunity to push our point of view.
