House:  Markup tomorrow.  Expect all contentious issues to be delayed 

until full markup next week.  This inclydes foreign ownership, cross 

ownership and cable.  Bliley has inserted tougher provisions requiring 

competitors to provide local residebntial service before RBOC's can get 

out, but after 15 months they can get out anyway if they meet checklist.  

We expect to have debate on cable and wiring classroom proposal without 

votes.



Senate:  Dodged the bullet today on bill coming up tomorrow, but its the 

Senate and anything can happen.  I heard that Leahy talked to you about 

talking to Daschle to reinforce political plus of our cable message and 

not letting Hollings and Dole cut deal and get bill off floor.  When bill 

does come up, I belive Leahy amendment on cable telco buyouts should go 

first because we can win it, followed by Dorgan on DOJ role leading up to 

dramatic conclusion with cable.

Betsy Wright and Decker came to see Erskine Bowles today,  I put info on 

the meeting in your memo for POTUS lunch.
