FRC MEMORANDUM TO FEDERAL AGENCY CONTACTS: Resumption of Retrieval Services for Official Personnel Folders / Employee Medical Folders at the National Personnel Records Center

Based upon ensuing discussions between the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB), NARA’s Federal Records Centers Program (FRCP) is resuming the retrieval of Executive Branch Official Personnel Folders (OPFs) and Employee Medical Folders (EMFs) that are stored at the National Personnel Records Center (NPRC) in St. Louis, MO. The FRCP is taking this action to support the Federal hiring process by ensuring that OPFs and EMFs stored at the NPRC are made available to Federal agencies in a timely manner.

In the past, the FRCP has billed OPM for OPFs and EMFs and other reference services. Effective Monday, June 28, the FRCP has begun directly billing agencies that submit requests for OPFs and EMFs via the SF-127, Request for Official Personnel Folder, or the SF-184, Request for Employee Medical Folder. The FRCP will bill agencies for such services at a rate of $7.85 for each file location searched (service code M1). Reference service charges for transcripts of service, pay information or retirement research will be billed based on the rate for the service performed. These charges will appear on your monthly bill similar to other FRCP reference charges. If your agency does not want the FRCP to process requests for OPFs and EMFs (or other reference services) for the remainder of Fiscal Year 2010, please contact your FRCP account manager immediately to put a stop on all requests received from your agency.

Please note that agencies are to continue to hold OPFs and EMFs as instructed by OPM Director John Berry’s June 10, 2010 memo to Chief Human Capital Officers.

Please continue to keep your human resource directors advised about the resumption of retrieval services and other changes at the NPRC.
