FRC Reopening Frequently Asked Questions
The FAQs below are intended to inform customers on Federal Records Centers Program operations following staff reentry on March 28, 2022.
Q. Will we still need to submit reference requests as an emergency request, or can we enter them as a standard request?
A. While emergency reference requests will still be serviced with the highest priority, each FRC will assign available staff to process standard reference requests and reduce any reference backlogs that accumulated during the pandemic. Initially, we anticipate longer than usual wait times at some FRCs, due to the very large backlogs that exist at certain sites.
Q. When can agencies return refiles to the FRC?
A. Agencies can begin to ship refiles to their servicing FRC(s) on or after March 28th.
Q. Do we still need to coordinate the delivery of approved transfers directly with the FRCs prior to shipping?
A. Yes, due to the backlog of records destined for the FRCs, and to ensure we have staff sufficient to handle that backlog, please continue to coordinate shipments with your local FRC.
Q. When will Metro Courier and the WNRC Truck service resume?
A. Metro Courier and the WNRC Truck service may resume when staffing levels are sufficient and if the CDC community level in the service area is Medium or Low. This service will not be offered in areas with a High community level. Please check the FRC Operating Status for updates on this activity.
Q. What is the status of records disposal?
A. FRCs will continue processing agency concurrences to destroy temporary records and will resume physical destruction of records as time permits. For additional guidance, please contact your FRC Account Manager.
Q. When will digitization services and Fast Pack services resume?
A. Digitization services and Fast Pack services are dependent on staffing levels and CDC community levels in the service area. Please reach out to your FRC Account Manager for more information on these services.
Q. Will there be an extension to the M-19-21 OMB/NARA directive?
A. At this time, we have not received any information on an extension to the December 31, 2022, deadline for sending textual records to the FRCP. New transfers submitted before the deadline will be processed.
