MEMORANDUM TO FEDERAL AGENCY RECORDS CONTACTS: Revised Federal Records Management Regulations.

The National Archives and Records Administration (NARA) announces the publication of the revised Federal records management regulations (final rule) found at 36 CFR Chapter XII, Subchapter B. The revised regulations were published on October 2, 2009 (74 FR 510004) and are found at http://edocket.access.gpo.gov/2009/E9-23613.htm. The regulations are effective November 2, 2009.

The revisions cover provisions currently in 36 CFR parts 1220 through 1238. Of particular note are the inclusions of standards in each of the parts to conformance with the international records community and the revised Part 1236, Electronic Records Management, which incorporates international electronic records management guidelines. The intent of the revisions is to make the regulations easier to read, understand, and use; we organized the regulations according to the lifecycle concept of records. We have also added as part 1234, Facility Standards for Records Storage Facilities, the regulatory text of the previous 36 CFR part 1228, subpart K and the two appendixes to the previous 36 CFR part 1228.

The Federal Register publication contains a derivation table that has been provided as a convenience to readers to assist them in locating where each piece of the revised material in this final rule comes from. This table will not be published in the Code of Federal Regulations. It will be available on NARA's web site at http://www.archives.gov/about/regulations/regulations.html on the effective date.
