MEMORANDUM TO FEDERAL AGENCY CONTACTS: General Records Schedule Items Covering Records Documenting Furloughs and Shutdowns

Many agencies have contacted NARA to ask if any General Records Schedule (GRS) item covers records related to employee furloughs.

Furlough and recall notices to employees, their acknowledgements of receipt, and any related documents are covered by GRS 2.3, item 061, Adverse action files. We will clarify that these records are covered by this item in the next GRS transmittal.

Record copies of agency guidance to employees related to shutdown activities, rosters of excepted and non-excepted positions, and decision records leading to them are covered by GRS 5.7, item 030, Administrative directives and notices.

Records created and received as electronic mail should be managed according to your established disposition practices for electronic mail.
