Certificate Of Availability Process

Originally denied in September and October 1944, Sam Garwood was finally granted his release from the Charleston Navy Yard in November so that he could return to his ailing wife and four children in Blakely, Georgia. This process played out thousands of times across the Southeast as workers sought to leave their employment situation for various reasons.
