Violation Of Navy Censorship Regulations

Elizabeth Davis, a teacher at Kirby-Smith Junior High School in Jacksonville, organized the Victory Club whose members wrote letters to former students serving in the Armed Forces. The 6th Naval District Intelligence Office determined these letters violated Censorship Regulations, Section XIII, Article 51(f) because they were "correspondence between postal acquaintances of no previous friendship."
