The February Lunch & Learn program is scheduled on February 26, 2026, at 12 p.m. CST. The hybrid program will be held in the Library building indoor courtyard and online via YouTube Livestream. Guests are encouraged to arrive by 11:45 a.m. A light box-lunch will be provided on a first come, first served basis.

Professor Sara Rosenbaum, J.D., will join us virtually to discuss the Kerr-Mills Act, an early law that served as the critical first step in the broader health policy framework guiding the nation today. Rosenbaum will analyze the law's conceptual and operational elements, explaining how it set the stage for subsequent national health insurance reforms, including Medicare, Medicaid and the Affordable Care Act.

Rosenbaum is professor emerita of Health Law and Policy and founding chair of the Department of Health Policy at the Milken Institute School of Public Health, George Washington University. She also holds an emerita title from the School of Law. A graduate of Wesleyan University and Boston University Law School, she is a popular speaker and widely read writer on many aspects of health law and policy. Her distinguished career includes substantial contributions to public service under various presidential administrations and Congress, and she is widely recognized for her expertise in national health reform, Medicaid, health insurance, managed care and the intersection of civil rights and health care.
