Indexing the 1950 Census: Request for Proposal

Description

This Request for Proposal (RFP) is issued to identify a partner to enter into a cooperative agreement with the National Archives and Records Administration (NARA) to create an index for data elements from the 1950 Census, which will be released to the public on April 1, 2022.  Respondents will provide a proposal detailing how they will create the index per the requirements provided in this RFP.  For the partner, NARA will provide access to download the full 1950 Census Dataset on April 1, 2022, which will precede public access to download the full dataset by approximately four weeks. 

Background Material

Proposal Requirements

Respondents will provide a capability statement (20 pages or less and no marketing material) that describes their ability to provide an index of the required “Must Have” data elements from the digitized 1950 Census forms.  Describe in detail how your solutions, tools, and/or processes will produce the index data. Report what level of accuracy as a percentage, ie. 97% accurate, your process will achieve and provide a detailed explanation of how you will measure, validate, and ensure that level of accuracy.  Include details on the required data dictionaries.  Identify the timeframe for producing the project deliverables.  Include your organization’s points of contact.  

 

The cooperative partner should propose terms for the license it will receive for the index and associated documentation and any corresponding restrictions on its use by NARA.  See the Index Data Rights section for more information.

All submissions are due by October 1, 2021.  Any questions regarding the RFP shall be submitted in writing to the NARA Point of Contact listed below by September 14, 2021.  All questions will be anonymized and posted with responses as an addendum to this RFP.

Criteria for Selection

NARA will choose a partner based on the best value to the government, which will include consideration of the following factors:

  • Organization’s ability to produce the index and associated documentation per NARA’s requirements
  • Proposed restrictions on use, if any, for the index and associated documentation (See Index Data Rights)
  • Level of projected accuracy for the index data and quality assurance processes in place to ensure the projected accuracy is achieved
  • Timeframe for producing the index and associated documentation
  • Any additional offerings responders choose to propose that will benefit NARA’s mission or strategic goals

NARA will select a partner by September 30, 2021, and inform all applicants.  NARA reserves the right to not select a partner.

Index Requirements

General Requirements for Indexing All 1950 Census Forms

The index data must be provided to NARA in CSV delimited text files that are no larger than 250MB for each state or territory.  CSV files can be subdivided by county or other local legal subdivision, and if necessary by Enumeration District, to ensure no file exceeds the 250MB limit. 

The index data set must include a data dictionary for each form as a separate text file defining each data element and providing any information necessary to effectively use the data.

Each index entry for an individual must include the NARA-provided image filename and the original NARA microfilm number where the individual appears.

All index entries must be provided in the language of the recorded responses.  If there is any ambiguity of the language of a response, the index data must use the language of the form, which is Spanish for P93 “Censo de Población Y Viviendas: 1950 Puerto Rico” and English for all other forms.

Index Delivery Requirements

The index and associated documentation produced as a result of this work will be delivered to a NARA-provided S3 bucket in the Amazon commercial cloud account within 12 months of the 1950 Census cooperative partner release date of April 1, 2022. 

 

Index Data Rights

The index and associated documentation produced as a result of the cooperative partnership will be owned by NARA.  The cooperative partner should propose terms for the license it will receive and any corresponding restrictions on use of the index and associated documentation by NARA. Ultimately, NARA seeks to make the index available to the public but may agree to do so on a delayed timetable. The proposed license will factor strongly into NARA’s award decision.

1950 Census Dataset

The 1950 Census Dataset consists of:

Approximately 6.5 million digital TIFF images and JPEG derivative images of the microfilmed “1950 Census of Population and Housing” forms for U.S. states and territories.

Image Specifications

  • 8-bit grayscale TIFF images 
  • Digitized with imaging equipment set at 300 dpi at original size (approximately 19” x 22”) with approximately 4,700 pixels on the longest dimension
  • TIFF images are approximately 19 MB each
  • Grayscale JPEG derivative images are compressed to the 90% (High Quality) level and each one is approximately 6 MB

Approximately 35,000 TIFF images and JPEG derivative images of the original paper “1950 Census of Population and Housing: Indian Reservation Schedule” forms.

Image Specifications

  • 48-bit color TIFF images
  • Digitized with imaging equipment set at 400 dpi at original size (approximately 11” x 15”)
  • TIFF images are approximately 125 MB each
  • Color JPEG derivative images are compressed to 90% (High Quality) level and resized to no larger than 7,332 pixels on the long edge.  Each JPEG derivative is approximately 7 MB each

Approximately 9,600 digitized images of the 1950 Census Enumeration District Maps, which are annotated maps of counties, cities, and other minor civil divisions that show enumeration districts, census tract, and related boundaries and numbers used for each census.

Image Specifications

  • 24-bit color JPEG images
  • Digitized with imaging equipment set at 300 dpi at original size (varies, 20” - 50” per side) with 5,000 to 12,000 pixels on the longest dimension
  • JPEG images are 4 to 8 MB 

Approximately 63,000 digitized images of the 1950 Census Enumeration District Descriptions, which are written descriptions of geographic areas included within enumeration districts.

Image Specifications

  • 8-bit grayscale JPEG images
  • Digitized with imaging equipment set at 400 dpi with 2,100 to 2,200 pixels on the longest dimension
  • JPEG images are 1 to 2 MB

Full metadata index to the 1950 Census holdings, including the population schedules, the enumeration district maps, and the enumeration district descriptions.

The complete dataset is approximately 165 TB.

The 1950 Census Dataset is a work of the U.S. Government and is not eligible for copyright protection in the United States, and as such, is in the public domain.  Nothing in this RFP or resulting partnership agreement is intended to alter or impair any rights of control, custody, ownership or use that NARA or the U.S. Government may have in the 1950 Census Dataset.  NARA shall not transfer control, custody, or ownership over the 1950 Census Dataset to any third party.

Access Method

 

The 1950 Census Dataset will be provided to the selected partner via direct access to NARA’s AWS GovCloud S3 bucket, which is hosted in the US East (N Virginia) us-gov-east-1 region.

This RFP does not obligate NARA in any way.  NARA will not pay for any information submitted or for any expenses associated with providing a proposal in response to this RFP. Any proposals submitted by respondents to this RFP are strictly voluntary.  Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent.
