David M. Weinberg Joins NARA Staff to Direct Reimbursable Records Center Services Program

Archivist of the United States John Carlin has announced the appointment of David M. Weinberg as Program Manager for the new Reimbursable Records Center Services Program of the National Archives and Records Administration (NARA). Reporting to Richard Claypoole, Assistant Archivist for Regional Records Services, Mr. Weinberg expects to join NARA's staff on August 30.

The Office of Management and Budget decided in November, 1997, that NARA's records center operations should be completely funded through reimbursable charges to agencies using records center services, effective this coming October 1. Accordingly, NARA has been preparing to offer such services on a business basis.

"That preparation," Mr. Carlin said, "has included a search for an administrator with the personal and professional skills and experience needed to manage such a program. David Weinberg has outstanding qualifications for this task. He is a dynamic leader with long experience in records management and a track record of innovation that includes the development of a fee-for-service program."

Mr. Weinberg developed that program in his current position as Deputy Commissioner for the Department of Records for the city of Philadelphia. Additionally, he has served as project director of the "Philadelphia Electronic Records Project," an initiative funded by the National Historical Publications and Records Commission (NHPRC), which NARA administers. And he also is director of an innovative "Criminal Court Records Sampling Project," funded by the Pennsylvania Historical and Records Commission. In this project, he is developing a model for managing the mass of criminal court records that have proliferated in the second-half of the twentieth century.

Mr. Weinberg has a B.A. in Urban Studies from the University of Pennsylvania, an M.A. in Urban History from Temple University, and an M.S. in Library and Information Science with a specialization in Archival Administration from Drexel University. He was appointed by Governor Robert Casey to the Pennsylvania State Historical Records Advisory Board in 1992, and in 1997 he was selected as a Bentley Fellow for the Study of Modern Archives at the University of Michigan. He has published articles on archival and records-management work, and his professional memberships have included the Association of Records Managers and Administrators (ARMA), the National Association of Government Archives and Records Administrators (NAGARA), and the Society of American Archivists (SAA).
