National Archives Endorses DoD Certification Testing Program

College Park, MD. . . Archivist of the United States John W. Carlin announced that the National Archives and Records Administration (NARA) has endorsed the Joint Interoperability Test Command's (JITC) software testing program for 5015.2-STD, Design Criteria Standard for Electronic Records Management Software Applications.

NARA's endorsement of the JITC certification testing program means that the procedures employed adequately test for those mandatory functions specified in the 5015.2 standard. It also means that software that has been certified by JITC represents one approach to managing electronic records. While NARA endorses the testing process, however, NARA does not endorse specific commercial products that have been certified as 5015.2-STD compliant.

In making the announcement, the Archivist said, "The endorsement of the JITC certification is a crucial first step in evaluating procedures used in managing electronic records. I am delighted by the progress made in this area, but agencies must be made aware that the move towards electronic recordkeeping is more complicated than simply purchasing a 5015.2-certified records management application. Further agency analysis needs to be carried out to evaluate technical and business requirements that must be considered when automating records management, including human factors, ease of integration, scalability, system performance, reliability and provider stability."

In 1997, the Archivist signed a Memorandum of Understanding with the Assistant Secretary of Defense for Command, Control Communications Computers and Intelligence (C4I) to evaluate commercial off the shelf software programs and internally developed software applications that purport to manage records electronically. Under this program, commercial software developers may pay to have their products tested to determine if they perform all the mandatory functional requirements specified in DoD5015.2-STD. Products that pass the test are certified by JITC and listed on the JITC web page (http://jitc.fhu.disa.mil/recmgt/). JITC posts summary reports of their testing results for each certified product on the web page. Certifications are valid for two years.
