National Archives Awards Contract for Electronic Records Archives

The National Archives and Records Administration (NARA) today announced the award of a one-year, $3.4 million contract for Electronic Records Archives (ERA) Program Management Support Services to a team led by Integrated Computer Engineering, Inc (ICE) on July 6, 2001. The contract includes options for four additional years, with a potential total value of $20.8 million. Vector Research, Inc., and VGS, Inc. are both subcontractors for this contract.
The goal of the Electronic Records Archives is to develop a system that preserves any kind of electronic record, free it from the format in which it was created, retain it indefinitely, and enable requesters to read it on computer systems now and in the future. Since the system promises to be scalable, it could be useful also for smaller archives, including those of state and local governments and private institutions.
In making the announcement, Ken Thibodeau, Director of the ERA program at NARA, said "The ICE team brought to the table the right mix of knowledge, experience, and personnel in major information systems acquisition in the Federal Government context. We were especially interested in the team's emphasis on risk management and in its core competencies in the tactical aspects of managing systems development. In recent years, the team has evaluated over 250 information technology program offices and as a result has accumulated invaluable knowledge in the area of best practices associated with managing software intensive systems development projects."
The contract will implement and support ERA Program Management Office measures in the following areas:
- Program/Project Planning and Control,
- Configuration Management,
- Resource Planning and Cost Analysis,
- Acquisitions Management,
- Risk Management,
- Quality Management,
- Requirements Management,
- Testing Management,
- Information Technology Investment Capital Planning.
