MEMORANDUM TO FEDERAL SENIOR AGENCY OFFICIALS FOR RECORDS MANAGEMENT AND AGENCY RECORDS OFFICERS: Federal Agency Records Management Report

I am pleased to announce the publication of the National Archives and Records Administration’s (NARA) Federal Agency Records Management Annual Report for 2016. It is now available on our website at https://www.archives.gov/records-mgmt/resources/self-assessment.html and attached to this memo.

In January 2017, NARA required Federal agencies to submit three reports: The annual Senior Agency Official for Records Management (SAORM) Report, the annual Records Management Self-Assessment (RMSA), and a supplemental Federal Email Management Report. This consolidated report provides a summary analysis on the state of Federal records management programs based on these reports.

Federal agencies are making progress managing their records and implementing the requirements of the NARA/OMB Managing Government Records Directive (M-12-18), issued in August 2012. Agencies are working towards successfully managing email electronically and are following recordkeeping requirements prescribed by Federal statutes and regulations. However, there is still room for improvement, particularly in the management of email and permanent electronic records. NARA remains committed to providing the guidance and oversight necessary to ensure this progress continues.
