John Lewis and Jimmy Carter were lifelong Georgia political allies, civil rights advocates, and friends whose professional relationship spanned decades, beginning with grassroots political support in 1976 and deepening through federal appointments and shared civic work in Atlanta. In January 1977, President Jimmy Carter appointed John Lewis to direct ACTION, the federal volunteer agency that oversaw operations like VISTA and the Peace Corps, where Lewis managed over 250,000 volunteers.
