PART 12.  OFFICE OF THE CHIEF OF MANAGEMENT AND ADMINISTRATION
ORGANIZATION

1.    Chief of Management and Administration

  1. Serves as the principal advisor to the Archivist on the efficient and effective acquisition, utilization, and disposition of NARA resources; laws, regulations, and government-wide policies governing management and administrative functions; and strategies, programs, and initiatives to provide coordinated, economical services to internal and external customers of NARA’s administrative programs. 
  2. Provides strategic direction to NARA programs for acquisitions, budget and financial management, facility management, human capital, information technology, performance management, personal property management, policy development, risk management, and security management; ensures effective coordination across administrative programs to provide comprehensive services to customers; designs strategies and programs to evaluate performance of administrative functions; and leads a culture of continuous process improvement.  
  3. Establishes policies and strategies to ensure economical, effective, and accountable operation of NARA administrative and management functions; designs and operates a system of internal controls to provide reasonable assurance that administrative and management functions fulfill requirements and standards of all applicable laws, regulations, and government-wide policies, including policies of the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM); and ensures the integrity of administrative and management data, including data reported externally through government-wide systems and reports. 
  4. Designs strategies to increase collaboration with customers, consults with NARA executives, managers, and staff to improve service delivery and customer experience, and stays current with customer perspectives and needs. Ensures transparency in communications to internal and external customers. Chairs the Internal Customer Service Council. 
  5. Defines, implements, and operates an Enterprise Risk Management (ERM) system to manage risks and identify opportunities. Plans for regular, systematic identification and evaluation of strategic risks; integrates ERM into strategic and operational decision making processes; and designs systems to monitor risk mitigation actions and regularly validate the effectiveness of management controls over key risks. Co-chairs the Management Control Oversight Council with the Chief Operating Officer.
  6. Leads collaborative processes that engage the executive leadership and management teams, managers, and staff, to develop long-range strategies and plans for the agency. Develops the NARA Strategic Plan and reports on the status of agency strategic initiatives to Congress, the public, and employees. Designs and operates a system of performance and accountability measures to support the Strategic Plan, measure achievement of strategic goals, and monitor performance against operational goals and objectives. 
  7. Provides executive direction to NARA’s policy program, ensuring strategic planning, development, and review of NARA internal policies and (external) regulations.  Ensures that policies are customer-driven, and routinely reviews the effectiveness of NARA policies and policy development practices.
  8. Guides NARA’s survey process for internal and external surveys, and coordinates the approval of information collections with the Office of Information Services and OMB, as appropriate.
  9. Ensures that the “open NARA” principle of seeking input and participation from stakeholders and customers (internal and external) is actively pursued, and that the input is considered in making decisions.
  10. Ensures program coordination and direction by collaborating and consulting with the Archivist, the Deputy Archivist, the Chief Operating Officer, colleague executives, and staff across NARA to address agency-wide lifecycle responsibilities; evaluates feedback from key subordinates and considers evaluation reports from the Government Accountability Office (GAO), NARA’s Inspector General (IG), the Office of Management and Budget (OMB), the National Security Staff, and other relevant bodies.
  11. Participates on the Executive Leadership Team and the Management Team, shaping NARA’s strategic direction and producing practical and creative high-level approaches to address related matters such as: agency-wide aligned outcomes/goals and priorities, customer- and stakeholder-focused needs and expectations, internal change management, employee satisfaction, outreach and relationship-building, “one-voice” communication, and problem resolution. 

2.    Strategy and Performance

  1. Coordinates the development and regular review of NARA’s Strategic Plan; monitors and analyzes agency-wide strategic planning initiatives and activities. Prepares briefings and reports on the status of agency strategic plan implementation for Congress, the public, and agency employees.
  2. Serves as the NARA Performance Improvement Officer. Coordinates the performance measures of NARA's Strategic Plan and NARA's implementation of the Government Performance and Results (GPRA) Modernization Act of 2010 (Pub. L. 111-352).  
  3. Develops, analyzes, reviews, and coordinates internal reviews of NARA policies and procedures, including internal directives, regulations, and external policies. Coordinates NARA responses to requests for review of documents from OMB’s Office of Information and Regulatory Affairs and other Executive Branch agencies. Implements the Regulatory Negotiation Act, serves as NARA's regulatory docket office, and serves as the NARA Senior Standards Officer.  
  4. Serves as NARA’s Competitive Sourcing Official.  Coordinates NARA’s implementation of the Federal Activities Inventory Reform Act (FAIR) (31 U.S.C. § 501, note) and provides assistance to NARA units conducting cost comparison studies.
  5. Supports the execution of the Chief Information Officer’s authority to implement the Paperwork Reduction Act, including maintaining NARA’s Information Quality Program as described in NARA 806 and applicable OMB guidance; coordinating the clearance of information collections; and maintaining the NARA forms management program. Chief Information Officer authorities are established in NARA 101, Part 10, paragraph 10.

3.    Chief of Management and Administration

Waive or deny claims of the United States against NARA employees for erroneous payment of pay and allowances up to $20,000 (5 U.S.C. 5584(a)(1); Public Law 104-316, General Accounting Act of 1996 (110 Stat. 3826), Section 101; OMB Directive, “Determination with Respect to Transfer of Functions Pursuant to Public Law 104-316,” December 17, 1996.). This authority is redelegated to the Chief Financial Officer, except that the CFO is limited to granting a waiver of claims of $5,000 or less.  Also see the Chief Financial Officer’s responsibilities in NARA 101, Part 13, para. 6.b.(10) and General Counsel’s responsibilities in NARA 101, Part 1, para. 4. 

4.    Strategy and Performance

Designate a certifying officer and alternate to certify the copies required to be filed in the Office of the Federal Register and notify the Director of the Federal Register of designations and changes to previous delegations (44 U.S.C. 1503; 1 C.F.R. 16.1).  This authority is retained by the Chief of Management and Administration, and may not be redelegated.

5.    General Administration

  1. Accept and use voluntary and uncompensated personal services for NARA (44 U.S.C. 2105(d)).  This authority is redelegated to the Director, Strategy and Performance Division.
  2. Accept orders from other departments, establishments, bureaus, or offices for materials, supplies, equipment, work, or service pursuant to the Economy Act (31 U.S.C. 1535).  This authority is retained by the Chief of Management and Administration and may not be redelegated.
