Memorandum to Senior Agency Officials for Records Management (SAORM) and Agency Records Officers: 2025 Federal Agency Records Management Reporting Period and Questionnaires

The annual records management reporting period for CY 2025 will be from March 9, 2026, to May 15, 2026. For your convenience, the questionnaires listed below have been published to our website.

We will require agencies to submit the following:

  • Senior Agency Official for Records Management (SAORM) Annual Report: This report gathers data on agencies’ continued transition to electronic recordkeeping and other records management goals and initiatives. SAORMs will receive instructions and access to the report template via email at the beginning of the reporting period. 
  • Federal Electronic Records and Email Management Report (FEREM): This report, based on a maturity model, is designed to evaluate how well federal agencies are managing their electronic records and email. Information about accessing the survey tool will be sent via email to Agency Records Officers and those designated to respond.
  • Records Management Self-Assessment (RMSA): The RMSA asks questions to assess compliance with records management statutes, regulations, and NARA policies and guidance. Information about accessing the survey tool will be sent via email to Agency Records Officers and those designated to respond.
  • Inventory of permanent electronic records (other than Capstone email and electronic messages) over 5 terabytes: This information helps NARA plan for future accessioning, preservation and access and will be submitted separately via email using a spreadsheet that is now posted to our website.

Questions about annual reporting should be sent to rmselfassessment@nara.gov. If your agency’s contact information for any of these reports has changed, please contact us immediately to ensure instructions and survey tool links are received.

Once data from the SAORM, RMSA, and FEREM reports has been collected and analyzed, NARA will issue a consolidated report on the state of federal records management. Previous annual federal agency record management reports are available on our website.
