Since World War II, most claims by the U.S. Government and by American citizens against foreign countries have been handled by the War Claims Commission (WCC), the International Claims Commission (ICC), and the Foreign Claims Settlement Commission (FCSC).  The records of those organizations are found in RG 299.  For more information, see this reference paper.
