Memorandum to Federal Records Management Contacts: 2026 Annual Move of Permanent Records
This communication is for federal agencies storing permanent records in NARA's Federal Records Centers (FRCs).
We appreciate your support in preserving the historically valuable records of your agency in the National Archives of the United States. The Annual Move transfers legal and physical custody of permanent records stored at the FRCs to NARA archival custodial units across the nation. NARA has loaded over 9,000 Transfer Requests (TRs) for eligible records in the 2026 Annual Move into the Electronic Records Archives (ERA) 2.0.
Agencies may now log into the ERA Portal and propose TRs for transfer consideration. System notifications have been sent to approving officials within ERA 2.0. NARA will issue a future communication detailing the revised timeline for the 2026 Annual Move.

A few additional reminders:
- Annual Move Transfer Requests are displayed in ERA on the Dashboard either in the My Tasks tab or Unassigned Tasks tab.
- NARA may request finding aids for records proposed for accessioning if the SF135 is insufficient or unavailable.
- A complete and accurate NA Form 14130 is required for classified and declassified records.
- In the access restriction section, you must select whether the records are national security classified, declassified, or unclassified before moving forward. For additional information consult this job aid.
- Agencies with a large volume of draft Transfer Requests may use the transfer in bulk feature to submit multiple TRs at once (see pages 104 through 115 of the ERA 2.0 Agency User Manual).
