Memorandum to Federal Records Management Contacts: 2027 Annual Move of Permanent Records
This communication is for federal agencies storing permanent records in NARA's Federal Records Centers (FRCs).
We appreciate your support in preserving the historically valuable records of your agency at the National Archives and Records Administration. The Annual Move transfers permanent records stored at the FRCs to NARA archival custodial units nationwide. Over 7,500 Transfer Requests (TRs) for eligible records are available in the Electronic Records Archives (ERA) 2.0 as part of the 2027 Annual Move.
Agencies may now log into the ERA Portal and propose TRs for transfer.
Agencies must submit Transfer Requests in proposed status by December 1, 2026.

A few additional reminders:
- Annual Move TRs are displayed in ERA on the Dashboard, either in the My Tasks tab or Unassigned Tasks tab.
- NARA may request finding aids for permanent records if the SF135 is insufficient or unavailable.
- A complete and accurate NA Form 14130 is required for classified and declassified records.
- In the access restriction section, you must select whether the records are national security classified, declassified, or unclassified before moving forward. For additional information consult this job aid.
- Agencies with a large volume of draft TRs may use the transfer in bulk feature to submit multiple TRs at once (pages 104 through 115 of the Agency User Manual).
