Appendix A (The Freedom of Information Act Ombudsman 2026 Report for Fiscal Year 2025)
FOIA requires OGIS to report “the number of times each agency engaged in dispute resolution with the assistance of [OGIS] or the FOIA Public Liaison,” 5 U.S.C. § 552(h)(4)(A)(ii)(II). The chart below provides that information for fiscal year (FY) 2025.
The total number of OGIS cases does not equal the total number of cases OGIS handled in FY 2025 because some cases involved multiple agencies or requests. In other cases, mostly involving telephone calls, the name of the agency was not relevant to the issue, and OGIS did not note the agency name.

*From 2026 Chief FOIA Officer Reports. N/A means that the agency processed 50 or fewer requests in FY 2024 and thus was not required to report on requesters seeking assistance from the FOIA Public Liaison. (See Guidelines for 2026 Chief FOIA Officer Reports.)
**Preliminary number provided by the agency to OGIS.
